Given the track record of winning trophies over the past few years it is far more arguable that players join City for the glory and United, Liverpool and Arsenal for the money.

Most footballers are mercenaries. People are just deluding themselves thinking otherwise.
What you are talking about? The likes of Nasri, Aguero, Toure and Silva who were instrumental in you winning two titles all joined before you won anything. I mean you can call it what you want like a "project" but you know its because of the money that they did join. Only De Bruyne is a class player who you signed after you won trophies. Definitely.I agree with you but would add that the chances of winning meaningful trophies also has a value to them. Otherwise they would all be off to China !

Especially with the power vacum and the fall in quality from the top sides I would say a title every 3 years would be a bitter disappointment.2 PL titles in 6 years along with 3 domestic cups is not a failure ! It doesn't compare with United's run of past successes but I don't think we are going to see that again for the foreseeable future. There are just too many teams capable of challenging.
Anyway the point I made about City more likely to achieve success was partly tongue in cheek. The point is that players that sign for City are no more mercenaries than those that sign for United, Liverpool, Arsenal etc. If you can't see that then you truly do have your red tinted specs firmly stuck on.
