I dont attend Italian clubs board meetings to know exactly how things work, what I can tell you is that in Italy the manager's role does not exist. Rafa is an allenatore ie coach who, on paper has no say over whom the club should sign or not (same as Phelan). That role is reserved to the owner who usually use a trusted person (someone with football's background) to come out with a list of players that the club needs. The deals are negotiated by the owner or the president (ex Galliani etc) if the owner have multiple companies and cant dedicate time to do the negotiations himself.
As I said on paper coaches have no say in the deals. There were times in fact when players where signed without the coach consent like for example Huntelaar who was not wanted by AC Milan Leonardo. On the other hand the italian clubs tend to heed to the advise of high profile coaches and in this case Rafa was promised to be treated like one.
