They want defenders who are good with the ball on their feet. Kompany/Silva are out of reach. There aren't too many others around with those skills and the ability to defend.

Evans and Vertonghen for me are better PL ball playing CBs than Luiz and Vermaelen - not that they're available mind. I doubt Luiz is either though since he was being lauded as Chelsea's future captain just a few weeks ago? I reckon Arsenal would cash in on Vermaelen though, their defence improved massively once he was removed from it.
Would be a strange move by him to go to Russia at this young age.

I don't really see why Chelsea would have any reason to sell Luiz. It seems like people assume if Barca wants a player then the selling club will always cower in fear.
