If he went to Chelsea he would end up as a wing back and he doesn't want to play there. At Liverpool he would get more chance playing his favored role in CM and cover for Mane and Salah. Think he would do well at Liverpool

If that does end up being the case, I guess PSG owners have decided that since the club is going to be punished for breaking FFP anyway, then they might as well get all the signings of the next couple of years done now.
