I think it is a case of City being willing to sell their best academy players in Lavia's case, imagine if someone today offered to buy Shoretire, say for 12m, will you accept?

how about Garnacho? would United accept an offer of 15m for him in this window?

I think City would be willing to sell an academy player if they get a decent offer for him like this Lavia lad, or if the player is not accepting a new contract like Sancho, they got 8m for him, while I doubt United will accept any offer for their best academy players, unless the player forces the issue like Pogba did in 2011.

They're getting decent fees for these players and most importantly are including buy-back clauses in the deals so they can simply buy the players back for a fixed fee if they turn out to be a success, so it's a win-win situation for them.

Their attacking players are all backups in some sense.
Some players don't pass the "eye test" and fans get confuse when they are valued by the market. It happened to Mane at Southampton, when he was linked to United.

Gabriel Jesus played 9.304 minutes in the Premier League, equivalent to 103 matches and scored 58 goals and 32 assists. Playing a lot as winger.

Played 2113 minutes in the Champions League, equivalent to 23 matches and scored 20 goals and 05 assists.

Rey Manaj did not join today as he awaits to finalise his future. Watford would be an option in addition to other offers

Barcelona will not take a fee for the player but will include a sell-on clause.
