The registration and playability restrictions only apply to one football season, not one calendar year. Aubameyang was registered with both Barcelona and Chelsea in the 2022-23 season, and he's also played in official matches for both clubs. However, since he fully obliged with both teams' contracts, he can be transferred successfully to a 3rd team in January.
Ultimately, this is a moot point as the interested clubs are aiming for a summer window transfer rather than this month.
