If you put in a transfer request you forfeit your loyalty bonus, which is different for every contract. Maybe Bayern players don't expect to leave the club as often as Dortmund players so they put more emphasis on other parts of the contract.
Plus the player has a lot more power to force the club if they are only 5 months away from being able to sign on a free like Thiago, than 2.5 years in Jadon's case.

Why would you think that? Many players have been signed with pre-contract agreement by PL teams. Somehow I can’t think of a more recent example than Ballack to Chelsea.

Furthermore, United need to continue the overhaul of their squad, not least at CB, so funds need to be raised and wages freed up. Bringing back Smalling to play would be regressive, and a prime example of thinking doing the same thing will somehow yield a different result.
Since the turn of the year, Utd have statistically had one of the best defences in the league. To strengthen that further, the club need to bring in players better than what they already have. It's frustrating not to play, I know I'm in condition to always take to the pitch. If I was a bad player I would accept it, but I'm a person who wants to win and always play. When you see you don't have the same opportunities as your teammates, it's hard. I wanted to leave but the club didn't let me.
I would also like to know where I'm going. It could take days or weeks to know. I honestly don't know. I want to go where I can play and where I can be happy.
