Nope, it wouldn't affect him at all. Tax regime favors foreigners coming into Italy (and it comes into effect next year).

Special tax regime for inbound workers and (individual) entrepreneurs

Starting from FY 2020, an individual such as an employee, a self-employed professional, a manager or an individual entrepreneur shall be subject to Italian personal income tax (IRPEF) on only 30% of the income (getting a 70% exemption) deriving from the activity performed in Italy if collectively he/she:

  • becomes an Italian tax resident, pursuant to Italian tax law. Note that individuals are considered as Italian tax resident if, for the greater part of a given tax period, they are enrolled in the Italian register of the resident population, have their residence in Italy or have their domicile in Italy pursuant to Article 43 of the Italian Civil Code. For instance, individuals who are enrolled in the Italian register as of July 4th, 2019 are considered Italian tax resident starting from 2020 and, therefore, can benefit from the new tax incentives as from tax period 2020;
  • has not been tax resident in Italy for the previous two years before transferring the tax residence to Italy;
  • endeavors to remain in Italy as a tax resident for the following two years; and
  • mainly works or performs the activity in Italy.
The highlighted bullet point would disqualify Dybala
 
Simple- we get to keep Lukaku and go for Bruno. Dybala is one of the talent we can't miss and we are getting as a swap deal. He was never in our plans anyway.

Yup, though Lukaku can still end up going for cash.

We still need a CB, a CM, a RW. Dybala would be a luxury currently.

Here at Man Utd, he can get a lot. At Inter, nothing at all - no salary, no titles, no support from fans (like ours wouldn’t fancy a former Liverpool player here)
 
Inter is in CL and it would be an incentive. Dzeko and Dybala wouldn't be bad for Inter. Much better than Lukaku anyway.

Milan? Err come on man, Milan has a very poor infrastructure for a large city, there's nothing crazy about that city. It's probably a bit better than Torino but not by much.

It's in Italy.

It's not Manchester, it's not raining 24/7, it's not in the North West shithole of England where there's nothing to do for footballers except live in a nice house in a field in Cheshire with your Range Rovers and get mobbed at the Trafford Centre when you do your shopping.

And that's before you get to the fact that he'd be swapping a CL club for a CL club. And he's happy to stay where he is and doesn't want to come to England.
 
Milan is a pretty terrible rundown industrial city for the most part, with some good areas. Quite similar to Lancashire/Cheshire. The fashion capital only means that there are lots of Eastern European wannabe models.

Torino is nicer.

Firenze is much nicer. As is Roma.

Napoli is garbage.
 
Think people overestimate the importance of location to multi millionaire athletes. If he's playing at a club that appreciates him, in a top league, earning way more he's likely not going to be too bothered by 3-4 years in a palatial mansion with enough money to do what he likes. Obviously some people are more affected and the Spanish seem particularly rooted to home, but there's too long a catalogue of world class foreign players to have lived in English cities to say its massively significant
 
Milan also has the best gelato I've had anywhere in Italy.

Not sure how high up ice cream is on footballers lists of priorities but the stuff there is the best I've ever tasted.

The city site I would agree wouldn't mean as much. But the weather would play a big part if it was me. Not having to train or play in the wet all the time would be a massive plus. My missus has a few times thought about moving to the UK, but I've squashed that idea straight away each time due to the climate.

Honestly thanks to global warming, complaining about English weather could quickly become a thing of the past.
