Munich can compete, but they might choose not to. This whole idea from some people that they can't compete with English clubs financially is absolute bollocks.
FWIW Bale would instantaneously become the best player in this league. The man is a beast. It's just his injuries that a problem but I can see another 150 appearances from him quite easily despite his injury concerns.

Id would be hard not to be excited by a front 3 of Griezmann, Bale, Rashford with Martial getting plenty minutes. Especially since you know Bale and Griezmann wouldn't just be coming here for a paycheck and would desire a move away. It's Bale's injury record obviously that perhaps brings it from a full on raging boner to a semi.
