That would not have solved the problem. No one would have been forced to add in players then. They could have still just waited and did it in the end.
Of course it would have solved plenty of the issues. I am certain that people wouldn't have bid 60 mill for Rivaldo if Kaka was available for 10 mill at the same time.
Cheaper players would still have gone for pretty cheap but that influences the results much less than Kaka/Totti going for peanuts.
The issue with Kaka/Totti was of course that you couldn't build a team around him as the players you needed for that you'd have to risk picking up before you picked up Kaka/Totti. If you then failed to pick up Kaka/Totti you'd have suddenly wasted your entire budget on a team perfectly suited to Kaka.
So if Kaka was available from the get-go people would happily pay his value because they could then proceed to build a team around him.
