So how can they let people buy tickets before ballot results come out?

i think if you purchase a ticket through viagogo you can cancel your ballott application.

Just wondering does anyone have a link for the UEFA ballot for the champions league final in Rome this year?
I don't mean to be jumping the gun just I know last year I applied quite early.
I don't want to miss the chance again this year (I got them last year but could not make the final due to a family illness) - Should United get there this year I don't want to leave any stoned unturned in making my way to Rome.
If anyone could advise I would be much obliged.
