Thats never been the case, we've told people previously to recall loans when they've loaned out players less than 75 before. We've always told people to not loan out anyone less than 75 because the wage saving is minimal. Please recall them.

Loan cap = FFP minus 40, first come first serve (e.g. if your FFP aka squad limit is 50, your loan cap = 50 - 40 = 10, which means you can only loan 10 players out to unmanaged clubs)
Only players with rating75 and/or above are allowed to be loaned out

We had a discussion from the very start that 75 rated players were the minimum as anything less than that would be unfair on everything one else. You'd be saving only £1,500 a week by loaning out a 73 rated.
We have enforced that ruling to other Managers since then. I'm not moving from that position, it's how it's always been and will remain so.

Hence we created the loan cap. Part of that loan cap was to ensure people wouldn't take the piss by loaning out 65-73 rated players.

Yeah, I'd say the 75 and over rule is a hard rule, while the FFP-40 is until Turn 2. Though I always stick by it after then, it is just hard to constantly monitor the numbers for 20+ clubs throughout the season and by Turn 2 pretty much everyone has got a few players loaned out.
