That was/has always been implied though, everywhere I read it was $2000 including $600 and every senator that was agreeing to it, said an additional to the $600... When they were trying to pass a standalone bill which McTurtle shot down, that was never for an additional $2k had you already received a $600 one.
Besides most people haven't received the $600 yet, I got the last one ($1200) and now I have to claim it on my 2020 taxes so for people like me it will be a $2000 cheque, there's no way he'll get support for a $2000 + a recently passed $600 one with WV Manchin opposing it, they are about to boost unemployment upto $600 a week and gearing towards shutting us down again.
I got the $600 on 12/31. Ossoff and Warnock explicitly campaigned on "if we win the senate you will get $2000 checks". They won the senate and yet here we are.
Biden said 4 days ago! that we need $2000 stimulus checks and is immediately backing off that. The even more important points are:
1) no republican will vote for any democratic stimulus package no matter what it is so they don't have to bargain or stick to whatever Trump wanted.
2) democrats control the house the senate and the presidency. if they don't pass something its because they don't want to pass it. its really that simple.
With the makeup of the senate it only takes one dissenter, and right now that is Manchin. He did not want the extra $1400, so getting him on board with that is a win. You can rail all you want on Biden and the Senate, but they can't make Manchin, or whoever else vote for it.
Manchin is a member of the democratic caucus in good standing who is appointed to several key committees. The democratic party supported Manchin against a progressive primary challenger. Biden and Schumer and Pelosi don't get to say "oh well i dunno then". This is their guy.

They haven't said, which probably means its the lesser number. Loeffler and Perdue also campaigned on (but they're gone) and Lindsey Graham mentioned he was for it as well (although he's probably even more unreliable than the others). Deb Fischer is another. So at the end of the day Manchin probably won't be the deciding vote on this since at least one or two Rs will vote yes.
Because that progressive would have got his/her assed handed to him. Trump won 68% of the vote in WV. The ONLY reason that Manchin is still in his seat is that the people of WV like him. As soon as he retires that seat is going red. The other senator for WV, a republican, won 64% of the vote in 2014 (pre trump!) and 70% in 2020. There is no amount of political pressure that Schumer can put on Manchin. They can bribe him, with WV pork, but thats about it.
the last 4 governor's elected in west virginia have been democrats. before manchin, byrd was a democrat who held the seat for 50 years. before capito, rockefeller held the seat for 30 years.

Maybe it would be worth exploring why it has flipped republican and what could be done to flip it back. Im sure Republicans aren't just saying "well gosh I guess Georgia has flipped democratic, nothing we can do".
Sure, I guess you could try that. I just took a look and Justice won every single county. Even the urban areas. This article does a good job of trying to explain it. My take is that the perceived shift in the Democratic party, along with crushing poverty of a majority white, rural population, is driving this. I also think that a state so dependent on coal and mining is going to be a hard sell for a party that is, rightly, focused on climate change and a move away from those things.
