I dont buy into those "not in the CL, so we can never be attractive" arguments.
This is Manchester United, Not leicester. It is not like we will never see CL football again, and with Mourinho at the helm I wager that next year we will be back in the CL, and to be fair, with our financial power we will probably forever be a mainstay in the CL (last years with Moyes and LvG doesn't really count as far as I am concerned, since Mourinho is the only one I will consider a manager after SAF.)
I think most players will accept one year out of the CL, since we probably on average will pay them a little bonus for "suffering" through that one year without the cl, with an additional 25 or 50k\week.
This stinks of Juventus/or Pogba briefing to bargain harder with city. I still expect Pogba to join City by the end of the transfer window.
