Ruud was a level above Van Persie, I'd go as far as saying Ruud is one of the best goalscorers of all time. Van Persie was a fantastic player but he only really had a peak of four years, Ruud was nailing goals for over a decade.
I agree with him. Career wise of course he doesn't come close, but at their peaks RvP was a completely different animal, scoring goals out of nothing on top of creating tons of chance for fun.

I don't know RVP scored against Liverpool, City, Chelsea and Arsenal away that season and we won all those games. RVP was a monster that season.

The only blip for Robin was his form in Europe. The game against Madrid stands out where the chances just wouldn't go in. Ruud was top drawer for us in all competitions

Of course, he might not cope that well with the pace of the PL today, but what could have been if Moyes didn't come in and destroy that title-winning momentum followed by LVG selling him/Chica/Welbeck and replacing them with nobody.
