The consistency I want is about 90% of the pens given in the last few years for handball not to have been given, or if we insist it is an offense for it to be a indirect free kick instead, as it is pens for inadvertent handballs is ridiculously harsh. That is the field hockey solution, short corners instead of pens.

That's not a few inches, and for me the hand is far enough away that it falls under the new interpretation of making the body bigger.
