You can shield the ball only when you have possession of the ball otherwise it's impeding an opponent with contact and is a direct free kick. I think kdb had a right to go for the shot and Partey certainly didn't have possession of the ball.Which rule are you stating that makes it a clear pen?
I mean you see it when people shield the ball with it rolling for a goal kick. You can keep your foot there to shield it and the opposition can't just kick through

Absolutely. There's always been an element of refs shirking big decisions early in games to protect the spectacle or whatever, but it feels like it's gone way too far in recent years. It's impossible to ignore when it impacts a game to such an extent.
