I may be totally wrong here, but isn't there an additional tax or complication in Spain (or law, in general) when a player has to buy out his release clause, versus just having a club agree a deal straight?
Maybe it's not because we don't value him at 22m, it's just that Barca's insisting the only way he leaves is buying out his own contract, thus making the price more than 22m? I could be clutching obviously, so apologies.
Could be. If the clause is 22m pounds and Barcelona refuses to negotiate, the total price could go up to more than 33m with taxes. Clubs use this to negotiate and get something in between 22 and 33m.
Thiago's clause was a few millions lower than what bayern ended up paying for the same reason.
Taxes are always a problem with bilbao because they always refuse to negotiate, they are not a selling club.
