There isn't going to be a bad player who scored north of 3k runs in the format. But if it has to fit the format then - Elton Chigumbura
There arent really any terrible sheep to be handed out
When I had the 'pick someone who finished in top 3 of ballon d'or' in the football sheep draft, I handed out sheep outside of the criteria. Just saying.
He used to bowl as well. I'm thinking John Wright, terrible in ODIs. That said, he has a decent rep which might swing things.

Its one of the better rounds to get a sheep in. Doubt anyone is getting a John Wright very often as sheep.

That's a decent sheep to get. There's someone I can think of who would have fit the criteria but look badly out of place in the draft
