Arsenal will offer to an non English club, as Madrid / Barca don't really need him. If he stays in England he might prefer to stick in London, where Chelsea can afford him and match his ambition.

Arsene Wenger is confident Samir Nasri will STAY at Arsenal.
The Arsenal boss will hold talks with Nasri and his representatives this week in a bid to persuade the French international to sign a new deal.
Nasri has one year left on his contract and talks have so far stalled.
Manchester United are keen on Nasri but Wenger believes he can convince the £15million signing from Marseille that his future lies at the Emirates.
But Wenger has given up hope of keeping Cesc Fabregas out of the clutches of Barcelona this summer.
He has acknowledged the one club he cannot compete with for his 24-year-old captain are the Champions League winners and, if they offer about £40million then Fabregas will go.
Other departures could be Gael Clichy to Liverpool, Nicklas Bendtner and Brazilian midfielder Denilson.
The latter could be used as a makeweight to secure either Willian da Silva or Douglas Costa from Ukrainian club Shakhtar Donetsk.
Both impressed when Shakhtar beat the Gunners 2-1 in Donetsk in a Champions League group match.
Wenger also wants to bring in Christopher Samba from Blackburn for
£10m to add muscle and power to his central defence and is also set to make a
£15m bid for Aston Villa’s Stewart Downing.
The England winger has made no secret of his ambition to play in the Champions League, which is unlikely to be realised if he stays at Villa Park.
But Abou Diaby is likely to miss the start of the season. The France midfielder will undergo surgery next week to cure a persistent ankle problem that bothered him in the second half of last season.

Arsenal Star Player on Brink of Shock Man United Move According to Agent - Updated
Arsenal manager Arsene Wenger has been forced to quell rumours of Samir Nasri's transfer to Manchester United.
Speaking to The Sun, Wenger was adamant that his winger would not be heading anywhere.
"We will do everything to keep Nasri at the club. My wish is that he stays here," he said.
''If he looks back he can see that he's come quite a long way with us, and I think there is still a bit to do. It's the club that makes the player's career."
Reports are emerging that the Gunners chief shareholder, Stan Kroenke, is set to stump up the funds to increase Nasri's current wage to around £110,000 a week, the sum that would keep him at The Emirates.
It had been though that Nasri was on the brink of a shock switch to Manchester United after finding himself unsettled by Arsenal's inability to compete for top European silverware.
To compound the speculation, a Premier League agent spent most of last week claiming that the Frenchman would soon to on his way to Old Trafford.
Through messages released via his social networking profile on Twitter, agent Peter Morrison insisted that whilst he could not absolutely confirm that a deal has been struck already, the potential shock switch is in the process of being agreed.
"I'm hearing reports that Samir Nasri's representatives has indeed agreed a deal enabling him to join #mufc," Morrison revealed via Twitter on Thursday.
Nasri has been linked for some time with a possible move away from north London and Manchester United are said to be his most desired destination, after the French midfielder witnessed Sir Alex Ferguson's men lift a record 19th Premier League title this season.
A number of sources believe that United boss Sir Alex Ferguson wants to bring some creativity to the club and is keen to add either Nasri, Tottenham star Luka Modric or Inter Milan's Wesley Sneijder.
Following the retirement of Paul Scholes, Ferguson knows that he needs to make some major acquisitions in the summer and Nasri could be a very real possibility.
The French international has refused to speak to Arsenal about a new contract and has told the club that he wants new players to arrive in the summer. Nasri also revealed to French televsision station TF1 that he would consider his future if their was interest from United.
“Do I want to go to United? We should see if their interest is real and if it is concrete first."
Rio Ferdinand has also admitted that he is an admirer of the 23-year-old.
"Samir Nasri is an excellent player who has a good technique and a huge amount of talent and he scores goals," he explained.
"For me, he is one of the best players right now. I think he even won the title of best French football player at international level. The French have a history of good players here. Thierry Henry has been fantastic. Just like Cantona. And let's not forget Marcel Desailly."
Should United attempt to land Nasri then it would take a substantial bid for Arsenal to sell to one of their closest rivals. However, Ferguson has revealed that he has funds to try and bring a number of players to the club.
"I'm looking at possibly a couple, maybe three signings, which would boost our overall quality in the team," Ferguson revealed to Inside United. "Of course, the way we're looking at it is we have Ryan Giggs coming towards the end of his career and Gary Neville's already retired.
"Edwin van der Sar announced his retirement and there are holes we want to plug in terms of the safety and security of the team in the next few years."
