No, he doesn't need to be proven guilty. If a footballer repeatedly dives, or fouls, you don't need a court of law to enable you to call him a cheat. You just watch him do it, repeatedly, and make up your mind.

If Maradona had used his hands repeatedly, in every game he ever played in, he wouldn't be regarded as the greatest. Partly because even a governing body as dodgy as FIFA wouldn't change the rules o the game to allow him to do it.
 
And slightly off point, he wasn't the best player ever. Very very good and certainly the best single footed player ever but not the best by some way.

Both Best and Pele were miles ahead of him.

Back on point, UEFA would have increased the blood cocaine level allowed to a point where he tested officially negative if they were a cricket authority.
