Managers don't have one specific free-kick taker, hence why a lot of the time players discuss who should take it and decide between themselves given the circumstances. It's a known fact Bale is superior in free-kicks than Ronaldo and has been for a while now, yet he still takes them. Instructions are down to the manager? You honestly believe a manager would tell his team to continue playing through a player who is having a terrible game instead of trying to dictate the game themselves?
He went first against Poland, went last in the Champions League final despite being their catalyst, you're being daft if you don't believe if he had a say in what number he wanted to go. No manager would risk using their best player and regular penalty taker as 5th from their own will.
