Bayern can also reject a loan to be fair, which would leave Spurs as his only option if he really wants out. Unless another club makes a bid for permanent transfer

Do you mean obligation?
I doubt most clubs don't take a 60m euro permanent offer vs a loan, even with an option.
I think the players preference only really comes into play when the purchasing clubs can meet minimum demands.

Also I'm sure Bayern would be happy to keep him

Listening to the Transfers podcast earlier, either Castles or Murphy were suggesting Bayern may prefer a straight loan as they still feel he has high potential. Whether they have a clue I don't know, and I wouldn't be overly keen on a loan without an option unless we were truly desperate.

Common sense says they'll take the €60m if it's on the table.
