He's better off maxing out his potential at 100m before taking on the 400m. The training for the longer run won't be as conducive to the pure speed and acceleration required to improve on his 100m world record.
Right. He has more to gain from successfully defending his sprint titles in Rio and is more likely to be successful. If he was struggling in the shorter distances then it might be time to move up. But it's a risk he doesn't need to take. Plus the training for the 400 is likely to be more gruelling.
