To be fair, signing Trafford or Pope will not maximize our budget per se.
Newcastle United aren't going to let the latter leave for cheap, especially if he wants to join Manchester United (following the Dan Ashworth kerfuffle). The former is on course to concede the fewest goals in the history of The Championship, and cost £15-19 million to begin with, so we will have to spend a pretty penny to acquire him.
Serviceable goalkeepers can be acquired for relative peanuts. Hradecký was a free transfer at Bayer Leverkusen, Sommer was also a free transfer at Internazionale, Kepa is on loan at Bournemouth — these goalkeepers did not cost much, and are decent value relative to investment. Onana himself was a free transfer to Internazionale, and then, just one year later, we decided to sign him for £45 million or so!
Someone who is serviceable (i.e., not a near-constant liability, first and foremost) should do for us in the near term, given the stage of our sporting project.
On a side note, perhaps we could emply these sorts of mechanisms to kick the can down the road and maximize our budget for the upcoming summer transfer window...
