There are better Serie A fullbacks than Carboni left IMO.
Of the picked left backs I think Candela stands out as a 9th round pick - there wasn't much between him and Cafu when they played together.

Sure, he was brilliant with Roma but generally disappointing with France.

That's a fair point. Although I don't recall France (ever) particularly having a great pool of keepers.Only Italy and France had an equivalent & impressive deep pool of talented GK in the 1990s-2000s IMHO.
Sometimes, a National coach doesn't want to take the best 3 GK in order to ensure the best atmosphere. In France, the 3rd goal has generally a level far below the 2nd: he is happy to be part of the group for an international tournament and won't be viewed as an envious challenger. The 3rd GK is important in the training sessions and the team-building: he has to contribute positively to the well-being of the GK number 1.
For example,
- WC 2010: Lloris-Mandanda VS. Carasso
- WC 2014: Lloris-Mandanda VS. Landreau
