Every season there are high profile free transfers, or players who want to leave a club that's willing to let them go, and there is not a big rush from every major club to get them, because they don't fit the needs of the club.

The Pinault family own companies in countries where they don't control and dictate financial regulation and control. Their companies have shareholders and stakeholders to whom they are accountable. There are limits to what they can spend and report in their accounts - to what money they could hide, even if it was realistic they would want to or be able to.
PSG have no such limits. They can report and declare whatever they like to pay lip service to some joke of an idea of FFP adherence. But then pay whatever they like via the infrastructure of the Qatari financial system they control and police without any outside authority ever possibly being able to even know about it, let alone regulate it.

Mbappe's highest placement was in 2018, the World Cup year, when he got 347 votes. Last season he got 58 votes, which is just 10 more than he got in 2017 when he was still playing for Monaco.
Messi won the Ballon d'Or last year and since moving to PSG nobody thinks he has a chance in hell of winning it.

This is absolute non sense. While I don't like Qatar, they're not burning anything, it's even the opposite. PSG is part of a huge policy aiming at diversifying assets for the country. PSG as a club and brand is now worth more than what Qatar invested. It's now worth between 1.8-2.5 billions depending on the outlets (and that's without counting the new infractructure that is to be finished in a year or two) when Qatar invested 1.5-2 billions.
I think his point is more about what kind of regime Qatar are and what your club is by extension.
