If that was the case he wouldn't be digging his heels in this summer to get his 'Gulf money' bonus. PSG have already made him available for transfer. Even if European countries tried something like this (have to play for a European side to be eligible for your national team), it still wouldn't stop the cream of South American or African talent from chasing the oil money.But an option could be to tighten restrictions on homegrown players moving abroad/demand clubs play with more youth trained players. If clubs had more need to develop and play their own youth players it would be very hard for non-European markets to compete as it would be hard for them to attract players who haven't broken onto the scene away from their home clubs. It would mean less money in general in the game, but it would protect the current European leagues.
