If choosing to bat first came with some sort of run penalty, how much would be a fair amount and for it have to be to made it an interesting game? 20...30? 50?!

Technically the last one was ‘won’ by the team batting first in the super over.
Statistically you are more likely to win a game (I think its 5%) batting first in an ODI.
It feels like more in this WC (because of India and SA) but I haven't checked the stats.
