No reason to doubt The Athletic's claim given the clowns in charge:

Sergino Dest's potential move to Manchester United was derailed by John Murtough during the latter stages of the transfer window (Sunday Mirror... maybe they were four lines left in the entire paper after everything the queen...)
 
Last week, if you believe reports, ETH will have £70m to spend in January now the Express says it could be £100m. By the time we get to the window, we should be able to buy a small country!!!

Do I believe stories in the press? Well, the performance of the clowns in suits who have replaced other clowns in suits gives me little reason to doubt this:

My muppet juices are desperate right about now and we're being fed scraps.
 
At least it makes sense in this case, money is going to be limited because of last summer and the incoming change of ownership it is what it is.
