Yes, but if the seller sets the price at a completely unrealistic level then that is disingenuous because 'market' value will never be reached. If I say to you that next year you can move if we get an excellent offer, but then when it comes to it I set a price above and beyond an excellent offer then that is not keeping my part of the agreement. It's completely on Kane and his dimwit brother for apparently taking Levy at his word and not getting an actual buyout clause/figure written into the contract though.

If Tottenham places a price tag on Kane that nobody is willing to pay, they have priced him above his “market value.” However, Tottenham is not obligated to sell Kane. Maybe Tottenham doesn’t think Kane is worth selling below their own valuation. Maybe they are willing to risk holding out for a club getting desperate and placing what others deem an outlandish offer because they need an elite CF (heck, United did this last year with Ajax and Antony). That’s totally fair play. They can ask for the moon. Then, when nobody offers their asking price, they can determine whether or not they want to lower their prices or simply not sell the player. That’s their call. You and I can think they’re stupid for it, but it doesn’t change the fact that they have every right to ask for what they want…just like United has every right to tell them to take a hike. The fact that Levy made a deal with Kane or that Tottenham could lose him for free next year all seem to demonstrate that their club would be daft not to move him and take a truckload of money, but it doesn’t change the reality of supply and demand.
Well I trust the manager that we have these days a bit more than when we signed the other guys. And who ever mentioned only signing one player? I literally said a few posts ago that we need a striker, midfielder and goalkeeper minimum this summer. Frankly, unless you're delusional, there's no way with 1 extra player, no matter how good he is, that we're going to be able to catch City and actually win the league next year. We need to make up at least 15 points, most probably we'll need an extra 25 points for a realistic challenge. No matter how good Kane is (or even Mbappe), we're not catching City next year.

Kane is just turning 30 for next season. Lewandowski has scored almost 250 goals since turning 30. Benzema has scored 150 odd goals since turning 30. Ronaldo scored nearly 300 goals between the ages of 30 and 36. Ibrahimovic scored 250 odd goals from the ages 30 to 36. How long is your future? Kane could have definitely made a big impact over a 3-4 year period at the very least.

They were a lot closer though, weren't they? They finished 1 point behind City the season before that.
They already had a purring forward line, midfield, and dangerous fullbacks. They knew they were within touching distance, so they threw every last penny they had at the 2 areas they had a weakness; GK and CB.
We came nowhere near Arsenal last season, let alone City. We probably need better first XI players in at least 5 positions, some people might argue more than that.
