It's usually the opposite. You informally talk to the agent through intermediaries in order to gauge interest and then try to find an agreement with the club. The usual way is the illegal way, if you don't have permission from the employer.
Although it actually doesn't work like that. Personal terms are often agreed in principle before a fee with the club in most cases

Normally it's the other way around. Discuss with agent, establish interest, come to an initial agreement, negotiate with club, enter negotiations with player on the basis of the initial agreement, sign player.

Negotiations are also not free. Presumably they involve solicitors and lawyers to draw proposals up etc
If reports are true and he’s been negotiating with Chelsea without speaking to the players agent, it could well be Barca generated interest to get Utd to pay the wages.
