Same difference. If someone told me something is 95% done, I'd think there's a 5% chance it won't be. If someone says it's 95% likely, I'd think exactly the same.
On earth we have totally different meanings of 95% work done and 95% probability of getting done.

@hellhunter is correct. RMC Sport are citing The Athletic in saying that Chelsea are preparing a bid, even though to the best of my knowledge that was not what was claimed in The Athletic's article.

"The impression is..." complete weasel journalism, means absolutely nothing. Impression from who? Could literally just mean it's the journalist's general reading of the situation based on the outside factors.
