It's not a dodge. If he weren't going, they'd have one fewer player. 8 homegrown players. If they can't fill that quota, their squad shrinks down to 24 if they have 7, 23 if they have 6 etc. No point adding a player to the squad to fill a quota if he isn't going to be used.Some sort of FFP/Homegrown players rule dodge in my opinion..
Still City will get another option and if they start him with Lampard guarantees a few goals..

I wouldn't imagine so or he wouldn't have signed on to play in America. What's the point? What's the difference now between him and any other player at City? They are there to get paid good money and win titles. That's it. No club loyalty. It's steadily going away in football and I would have expected better from a person like Lampard. I still do. There's nothing been confirmed yet.

No reason why they would be. They have an affinity with him, but it's not like he was homegrown. He came to Chelsea on record money, did a job and was released.Would Chelsea fans be annoyed by this?
