Uruguay is a nation with a population of app. 3.5m people. They do a tremendous job developing soccer players. They have Valverde at Real, Nunez at Liverpool, Arajuo at Barca, Gimenez at Athletico, Betancour at Tottenham and so forth. And of course a ton of guys well past their prime, like Suarez, Godin, Coates, Torreria and co.
Depth will however always be an issue for a nation like this. And they really must take care of their youth. Every time they don't take care of a kid -- it will leave them with a hole down the line. Pellestri should definitly in his prime be able to be a squad player for them.
