100%. Look how awful City and specially Chelsea have been and yet they are still in the top 4 race. The fact that NFO is 3rd as well(deserved, but it's not really becuase they have been so good, more how bad the other traditional big teams have been)
I actually think it's the opposite, the 'lesser' teams this year are more improved which is why the top teams are struggling more. The quality of the PL is more competitive and much harder
