Vettel should pit, he would go out A couple of seconds behind bottas but he at least he would be sure of staying above him.

Nah, the Ferrari's pace would have made it an actual race instead of a practice drive for Hamilton.

Doubt it. Hamilton was comfortable the entire weekend, when he pushed in quali he was fastest in all three sessions. He'd have pulled away from Vettel even assuming he made it past Bottas which wasn't guaranteed. Vettel would have been fighting for second at best, probably third (remember Bottas' car was damaged hence why Vettel was faster in the race)
Vettel deserved the penalty, but would have Verstappen punished in the same way? I highly doubt. The cnut was laughing his ass off that Vettel got punished after the race.
