Wouldn't be surprised if Dortmund score a few more themselves. Both of them aren't exactly solid, just Wolfsburg have Arnold and Gustavo which helps them a bit.
Not unlimited, but VW owns the club and invested a lot of money in recent years and it looks like they want to spend even more. They're basically a sugardaddy owned club, the sugardaddy just happens to be a local company (a very big one). No they just got an overblown sponsor ship deal with Volkswagen. They won't be able to hold players like de Bruyne if one of the big teams comes in, so it's not like they are on a level with PSG or City.
