Yes but Belgium has been terrible tactically. When you have Lukaku and Fellaini on the pitch and with the Japanese struggling to deal with them, they still try to play on the ground. Every time the ball has been in the air Japan has struggled. I would say that Hazard is the main reason why Belgium has not scored more. The only time he has put in the air Fellaini scored.
