He dives early, so if you hit it down the middle you have a good chance to score against him. Tough to blame the goalkeeper in a shootout, but I think he needs to work on them.

He should've at least stopped 2 of them.
He's not very good at saving penalties. He moves to early and makes it easy for the penalty taker.
Not really helping himself being named the best of his generation. I don't like Neuer, but he has definitely proved himself more on biggest occasions. This was a perfect opportunity for him, but I don't think he step up.

Every goalkeeper should be blamed for not saving at least one of those 4 average penalties, let alone someone who people constantly laud as number 1.
That was incredibly weak. He is a brilliant goalie, especially on the line. But he lacks mental composure in the biggest games. It's no coincidence that he's struggling for Spain.

Players now have worked on waiting for the keeper and going the other way. Make them hit their spot, don't make up their mind for them. If they smash it past you, so be it. But don't move early.
Down the middle pens have a huge chance of going in though.
Its the half in the corner, half in the middle that are horribly taken.
A pen down the middle is not average. There is a reason why so many pens down the middle are scored.
