Penalty rules are all over the place. So when the chance for the attacker to ever play the ball comes into consideration?

So...is it his fault or not?That is an awful decision. As bad as the one Barca got in the first leg. Lenglet needs to be sold asap. That's probably the 4th or 5th penalty he's conceded this year. Total and complete liability.

Keeper could spill it.That's an odd one... refs don't give penalties when the ball is 100% going out of play as 'the ball is gone'. So is that really a pen given the keeper had near enough gathered the ball already??
That's the thing with him. Even when he doesn't do anything he gives away big penalties. He's conceded very costly penalties this season.So...is it his fault or not?
