It is obvious that this referee is not good enough for such big occasions. Unfortunately, they had to send someone from England because that's how those things work. But there are no good referees from England. (As there are zero top managers from England ... sorry, that's the truth).

In any case somebody said that penalty is when referee whistles so that was it.

I don't even know where to begin. A referee must award a foul made in the fifth minute of a given Champions League quarters the same way he must award one if the same foul is made in the ninetieth minute, regardless of circumstances.
Too much subjectivity is not a good thing. There will be an impossible standard for officials to maintain and, in the long run, will only bring the game into disrepute.
