It's a difficult one, because you can look at a number of criteria. I tend to place mental preparation before most others. In other words, if you have time to mentally prepare for a simple task, you should be able to complete it if you are competent. And if you are clearly competent, not completing that task is all the more remarkable.
Tevez knew that there was a fantastic possibility of that exact set of circumstances happening long before the ball reached him, and so he had plenty of time to mentally prepare for his part in it. I suppose that you could argue that he may have had too much time, but that's no excuse for an experienced international.
In Forlan's case, he was likely surprised by the events, and so it's unlikely that he was mentally prepared for what did happen. In those circumstances, the surprise of the event (the goalkeeper spilling the ball) possibly overwhelmed his concentration. Again, you could argue that an experienced international should be prepared for that, and of course that's generally true.
In both cases, the fact that there was an open goal would likely have also played a part in the miss. There is often more pressure in those circumstances than when there is a goalkeeper to beat, for obvious reasons.

Something that's amused me since their takeover (and subsequent losses to us) is that they're now acting as if beating us will confirm their arrival on the big stage, as if they've never beaten us before ever.
