If I remember correctly, we tried for Alisson but he was already on his way to you. I think we may even have tried for Oblak but he had no interest in leaving Atleti. Combined with last summer transfer business, money spent on Pulisic + Kovacic & the Morata's sell money that you received this year, you already have about £100m boost for the budget. Let's say if your last summer budget which Lampard didn't touch it at all is £100m & this summer budget is £100m. That's £300m in total.
Werner + Ziyech = £85m
Havertz = £75m plus adds on (more or less anyway)
Oblak = £110m
That's £270m in total.
£30m plus your future sells (Bakayoko, Zappacosta, Moses, & Emerson) should give you one of left back or Rice. Chelsea probably told Chilwell to tell Leicester to sell him. Obviously it doesn't mean they will reduce the asking price for sure but that's the idea probably.

Easily arguable that he isn't even better than Shaw, so he is not upgrade on Shaw. Yes, he has better cross but Shaw is better player.
