If it is a paid position on the referee board you would expect he needed to declare it and get approval but I doubt its allowed.

There is no way you spin this that doesn't look terrible and brings the game into disrepute.

Should strip the titles in the two years they won them, and give them to second place (particularly the 15-16 where real were a point behind, but also atletico in 2018. Copal del reys are a bit trickier since its a knockout. No way they get relegated, it would kill the league
