Forget about the embargo. Castro went to the US for help first after he over threw the Batista regime. Because Batista was a US backed dictator they turned Castro down. Only then did he ask for Soviet help.
There is no point in keeping any embargo now. Castro is dead and the USSR has been dead for a while.
