)I am not sure about a Trump comeback because of his health and because he doesn't actually seem to enjoy being president all that much. But I don't think your reasons apply. Being in the office was supposed to be where the curtain was withdrawn. And in fact, it was, as it showed that Trump how incompetent, petty, and evil Trump really is. Except that this made little difference to his supporters, and they liked what they saw without the curtain. When Trump is not in office anymore, he can spout whatever shit he wants and he does not need to back any of it up by action or anything. He might lose his Twitter account, but he'll find another way to reach his supporters. So if anything, being away from the White House might strengthen him.
In my view, this is a rather personal list, in many ways doesn't get to the heart of anything, and is partly unachievable.
#1 won't get through Senate if it has a Republican majority and is otherwise largely done at the state level. #3 goes without saying. #4 just addresses a symptom and will be redundant after #2. #5 is silly: first, the machines already allow for printing everything and providing the full paper trail, and second, there will anyway be no way to please these idiots. #6 is a matter of staying out of their way; government should not direct law enforcement. #7 will follow from #2. #8 is every-day secret service stuff, and really not key to the future of the US. #9 follows from #2, and anyway does not fix anything as such and rather requires better laws to ensure a madman can't ruin things like Trump did.
I'd say #2 is the main thing. But I would say that the US as a whole would likely be better off if public education was better and inequities were improved. In my view, lots of issues follow from huge gaps in that respect. That'd take generations to have real effect, but everything else are band-aids that the new president can just as easily rip off again. I don't think anybody expects Biden to really address these bigger, underlying issues though - which is why people are happy that Trump is gone, but unhappy that Biden is the replacement, as he's likely to only put some of those band-aids in place.
