He hasn't led with his knee. He's jumped trying to head the ball and because the defender hasn't made an effort to compete for the ball, he's taken the knee/thigh to the head.
If anything, it was a foul by the defender because he's made no attempt for the ball and completely taken out the attacker.
You either outlaw jumping for the ball or you let that goal stand. You can't just start penalising fellas for jumping too high.
It's still dangerous and he's not in full control once he's in the air.
The logic you're using to defend it could just add easily be used to defend reckless leg-breaking challenges.
