Disagree - I think if he's contesting the ball (not off the ball like happened here) it should count. If he wins the header and then falls onto a defender and accidentally his elbow catches his face, is that ruled out? If his hip hits the face is that better than the knee?
Yes, it constitutes dangerous play, and is called a foul all over the pitch. If it wasn't, you'd tell a Zlatan to taekwondo the shit out of everyone in box. And then it'd be a different sport altogether. A stray elbow would normally also be called a foul, but it's a more natural occurrence, and more subjective.
A knee to the face at that height is not subjective at all.
