In term of being high quality and with lot more end product there's plenty in Prem history - Owen, Rooney, Fowler. Kane hit 21 goals as a 21 year old in 2014/15 Haaland currently but obviously he's a ridiculous talent. These are the levels you need to be a top striker at a top club
